Second arrest made in investigation of Wayne County man’s fatal overdose
Wayne County sheriff’s deputies have made a second attest stemming from the overdose death of a local resident.
On Thursday, Solomon Eli Williams, 35, of Richmond, was arrested on a count of dealing in a controlled substance resulting in death, a Level 1 felony carrying up to 40 years in prison.
Williams continued to be held in the Wayne County Jail on Saturday under a $75,000 bond.
According to a news release by the sheriff’s department, the arrest follows an investigation of the overdose death of Jamen David Riggs, 40, of Cambridge City, on May 31, 2023.

On Monday, Dec. 16, Wayne County investigators went to northern Indiana’s DeKalb County and arrested Kain J. Grose, 30, a former Hagerstown resident who now lives in Garrett.,
Grose — who has also been charged in connection with Riggs’ death — was apparently released after posting an $80,000 bond in Wayne County.
At a Friday hearing, Grose received a March 11 trial date in Wayne Circuit Court.
“The diligence and dedication of our investigators in this complex case has been exemplary,” Wayne County Sheriff Randy Retter said in the release. “Their relentless pursuit of justice demonstrates our commitment to holding all individuals accountable for their role in such tragic incidents.”
